Let us consider now, how handing out free vibrators to young women instead of free condoms might asuage a culture of;

gratuitous sex, sexually transmitted diseases, drunken sex, unplanned pregnancies, teenage (and younger) parents, benefits culture, perpetuation of under education and limited horizons, women's right to choice, self-knowledge, privacy, health and well being.

Would you rather your daughter was playing with a drunken horny virile youth with gay abandon and no thought for the consequences, or with herself? Would you have been more able to know yourself as a young woman if you were able to please yourself, and turn to boys and men as potential partners and friends rather than relying on physical attraction which often is transient and unreliable?

I propose a petition to government!
